Severity tiers
Usually inexperience rather than intent.
On your record and visible to staff in future reports.
A night off to read this document again.
Deliberate disruption of other players' roleplay.
Cheating, hate conduct, and anything that harms real people.
Staff discretion. Tier progression is situational, not mechanical. Two Tier 1 breaches do not automatically become a Tier 2, and a first offence is not automatically the lowest tier. Staff weigh context, intent, harm done, and your history, and set the sanction that fits the situation, which may sit above or below the tier printed next to the rule.
How to read this document
Sections are numbered 1.0, rules 1.1, sub-clauses 1.1.1. Staff cite rules by number; the numbers are stable and will not change when rules are added.
Rules carry a severity tier pill (Tier 1 to 5) indicating the typical sanction range. Tiers are a guide, not a machine, see the staff discretion note under the tier definitions. Significant rules carry a worked Breach / Not a breach example pair; where the letter of a rule and its example seem to conflict, the example shows the intent, and intent governs.
Must / must not is a rule and sanctionable. Should is a strong expectation judged on context. May is permitted.
Agreement and application
What you accept by connecting, and how these rules change.
Acceptance by connection
By connecting to Summit City you agree to follow these rules and the CFX Terms of Service.
Ignorance is not a defence
Tier 1You must read this document before playing. "I didn't know" does not void a sanction, though genuine inexperience is weighed when choosing one.
Whythe alternative is that not reading the rules becomes the safest strategy.
Staff interpretation is final in the moment
Tier 2In-game, a staff member's ruling on the intent of a rule is final and must be followed immediately. If you believe the ruling was wrong, comply first and raise it afterwards in a Discord ticket.
Whyscenes cannot be paused for a debate; disputes have a proper venue and it is not the street.
Rule changes
Rules may change. Changes are announced in the #announcements channel on Discord and take effect at the time stated in the announcement. The version and issue date on the cover of this document are authoritative.
Minimum age
Tier 5You must be 18 or older to play on Summit City. Misrepresenting your age on the whitelist application is a permanent removal, discovered whenever it is discovered.
Core principles
Everything else in this document flows from these five. When a situation isn't covered by a numbered rule, staff judge it against this section.
Your character is a real person in a real city.
They get tired, scared and hurt. They have a name, a history and things to lose. Every decision you make in-city should be one that person could plausibly make.
Every scene should leave the other player with a story worth having.
The measure of good roleplay is not whether you won, it is whether the people opposite you would tell the story afterwards. If your plan gives the other side nothing to do, it is a bad plan.
Losing well is part of roleplay.
Arrests, robberies, injuries and failures are content, not punishments. Characters who never lose are characters nobody wants in their scene.
The server is not a game to be won.
There is no score. Money, gear and territory are props for stories. The moment you optimise against the rules instead of playing a person, you are in the wrong city.
Real life stays out of the city.
Grudges, relationships and arguments between players must never drive what characters do, and nothing a character does to a character may be carried back out against a player.
IC and OOC separation
DefinitionIn character (IC), anything said or done as your character, inside the world of the city. Out of character (OOC), anything said or done as you, the player: Discord, streams, text chat marked OOC, real-world knowledge. The two must never mix: your character knows only what they have experienced in-city.
The fundamental divide that makes roleplay possible.
Never break character in-city
Tier 2You must remain in character at all times while in the city, including while downed, detained, or mid-argument. You must not speak about rules, reports, staff, or anything else OOC in voice.
Whyone player dropping character collapses the scene for everyone in earshot.
Cuffed in the back of a cruiser, you say "this is RDM, I'm clipping this, you're getting reported."
Same situation, you stay in character, ride it out, and open a Discord ticket with your clip afterwards.
Correct use of /me and /do
Tier 1/me describes your character's visible actions ("/me pats down the jacket pockets"). /do states or asks about the state of the world ("/do is anything in the pockets?"). Answers to /do must be honest. Neither may force an outcome on another player, see 4.2.
Where OOC discussion belongs
Tier 1OOC discussion belongs in Discord or a ticket, after the scene. There is no OOC voice channel in-city and text chat must not be used to litigate a live scene.
OOC information is not IC information
Acting on anything learned from Discord, a stream, a friend's call, or any channel outside the city is metagaming, defined and sanctioned at 4.1.
Genuine OOC emergencies
If something real interrupts you mid-scene, you may step out: say a brief out-of-breath line if you can ("I need a minute"), go, and message the other party or a staff member as soon as possible. A genuine emergency is never sanctioned; using "emergency" to escape consequences is combat logging under 4.8.
Do not argue rules in-city
Tier 2If you believe a rule was broken against you: finish the scene in character, then open a Discord ticket with your clip (see Section 10). Stopping a live scene to litigate is a breach of 3.1 even when you were right about the original offence.
Roleplay quality standards
The named offences. Each is defined, explained, tiered, and exampled, these are the rules staff cite most.
Metagaming
Tier 4DefinitionUsing information your character did not learn in-city to influence what your character does.
You must not act on information from streams (stream sniping), third-party voice comms (Discord calls while in-city), a previous character's memories, or friends relaying positions. You must not recognise a masked or disguised player by their voice alone unless your character genuinely knows them well IC.
- 4.1.1Third-party voice comms while in-city are prohibited outright. All character communication goes through in-city voice, phone or radio.
Whymetagaming makes every mask, ambush and secret pointless, it deletes other players' preparation.
A friend watching a stream messages you that your rival is at the docks. Your character "happens" to drive to the docks.
An informant your character pays told them IC that the rival works the docks at night, so they stake it out.
Powergaming
Tier 2DefinitionForcing an outcome on another player, or acting beyond what a real person could do, so the other side has no meaningful way to respond.
You must not write /me lines that decide another player's fate, perform physically impossible feats, shrug off injuries, or play a character with no weaknesses. Give the other player a window to respond before an action lands.
Whyroleplay is a negotiation. Removing the other player's ability to answer turns their character into a prop.
"/me snaps the cuffs, disarms both officers and knocks them out", three outcomes forced, no response possible.
"/me tries to slip a hand free of the cuffs" followed by "/do does the officer notice?", an attempt, offered for response.
Fail RP
Tier 2DefinitionActing in a way no real person in that situation would, treating the city as a video game rather than a world.
You must roleplay injuries and their aftermath, drive with some regard for physics, and not do things like climb mountains in the rain to evade one traffic stop, swap number plates mid-chase, or stand silently AFK in the middle of a scene.
Whyone person playing it as a game makes it a game for everyone around them.
You flip your car off a bridge, crawl out, and sprint to the gym for a workout with two "broken legs".
Same crash, you call for help, roleplay the injuries with EMS, and limp on your character for the rest of the session.
Value of Life
Tier 3DefinitionYour character fears death and serious injury exactly as you would, and acts like it.
At gunpoint with no realistic escape, you must comply. Outnumbered and covered, you must not draw. Seriously injured, you must not fight on as if healthy. Bravery is allowed, a trained character taking a calculated risk is roleplay; a shopkeeper swinging at three armed robbers is not.
Whywithout fear, no threat means anything, and every scene becomes a shootout.
Two guns on you at arm's length; you pull your own pistol mid-sentence because you fancy the fight.
One distracted robber, engine running, clear road, you floor it and drive. A real person might genuinely chance that.
Random Deathmatch (RDM)
Tier 4DefinitionAttacking or killing a player without sufficient roleplay build-up and a clear in-character motive.
"Sufficient" means the victim had a real chance to understand the threat and respond to it: a spoken demand, a visible escalation, an established conflict. A motive invented after the shot does not count. Escalation standards during organised crime are governed by the Criminal & Organisation Rules.
Whybeing killed with no scene attached gives the victim nothing, no story, no choice, no roleplay.
You shoot a stranger at a petrol station because he "looked at your car funny". No words exchanged.
A week-long feud, two warnings delivered IC, and he shows up armed at your garage anyway, the shot has a story behind it.
Vehicle Deathmatch (VDM)
Tier 4DefinitionUsing a vehicle as a weapon, or driving recklessly at players to grief them.
You must not run players down, ram occupied vehicles without roleplay reason, or circle pedestrians to intimidate them "for content". A collision during a legitimate pursuit is judged on context; aiming the car at a person is not.
You mount the pavement to hit a rival walking out of the courthouse, then drive off.
Mid-pursuit, a suspect swerves and you clip them at low speed trying to box them in.
New Life Rule (NLR)
Tier 3DefinitionAfter respawning at hospital, your character does not remember the events immediately surrounding their death, who downed them, how, or why.
After a respawn you must stay away from the scene of your death for 30 minutes and must not act on, relay, or "suddenly recall" the circumstances of it. Everything before the incident is still yours: the feud, the debts, the history all stand.
- 4.7.1NLR is not a licence to abandon consequences. Charges, injuries treated by EMS, and ongoing storylines survive your respawn.
Whywithout NLR, death is a taxi ride and every fight restarts in fifteen minutes.
Downed in an alley, you respawn and phone your crew: "it was Miller, he's still there, go now."
You wake at hospital knowing only that you were hurt, and later piece it together from witnesses who tell you IC.
Combat logging
Tier 4DefinitionDisconnecting during active roleplay, during police contact, or at any moment where leaving avoids a consequence for your character.
You must not disconnect while downed, detained, pursued, mid-scene, or holding another player's stolen property. If your game genuinely crashes: reconnect as fast as you can, return to the scene, and post in the crash-report channel on Discord with the time. The expectation is that you come back and take the consequence.
Whypulling the plug deletes the other players' scene at its climax, it is theft of their time.
Spike-stripped with two units behind you, your game "crashes", and you reappear forty minutes later across the map.
You crash mid-chase, reconnect in four minutes, drive back to the stop and surrender to finish the scene.
Character rules
Who your characters are, and the wall between them.
One identity at a time
Tier 2While in-city you are one character, fully. You must not blend characters, swap mid-scene, or hop characters to dodge an active situation (this is also combat logging under 4.8).
Character names: registered and approved
Tier 1All character names must be submitted in the #name-registry channel on Discord and approved by staff before the character is played. Playing an unregistered or unapproved name is a breach.
- 5.2.1Celebrity names, brand names, and names that are offensive, hateful, or reference real-world tragedy will not be approved. Staff may require a rename at any time; refusing escalates.
Character kills (CK) and permadeath
Tier 4Ordinary downs are not permanent, NLR (4.7) governs what carries over. A character kill does not need staff approval beforehand: Summit City wants natural, free-flowing roleplay, not pre-planned scenes.
A CK must come from genuine, well-built roleplay, an established storyline, a real IC motive, and a scene that does it justice. Random or low-effort CKs are not permitted.
- 5.3.1After a CK, the player responsible must open a Discord ticket so staff can remove the character, and must include a clip of the full scene meeting the Section 10 standards. Staff review the clip; a CK not backed by good roleplay all round may be reversed and treated as RDM under 4.5.
- 5.3.2You may also retire one of your own characters permanently at any time by ticket. A CK’d or retired character does not return, and their assets do not pass to your other character (5.4).
Whycharacter kills are the heaviest outcome in the city, so they are only valid when the roleplay earns them.
You spot a rival at the garage, shoot him with no words exchanged, and open a ticket claiming a CK.
Weeks of escalating feud, a betrayal, a tense final confrontation, all clipped, and a ticket afterwards with the full scene.
Character slots and separation
Tier 4Players may hold up to two characters. Each must have a completely different storyline and both must be played well, a second character is not a backup or extension of the first.
The only restricted combination: you may not hold a criminal or gang character alongside a PD character.
- 5.4.1Your characters do not know each other, do not know what each other knows, and must never exchange money, assets, or favours, directly or through intermediaries. Character bleed is metagaming and economy abuse at once.
Whytwo characters sharing one player’s knowledge or resources undermines everyone else’s roleplay.
Your criminal character stashes cash in a dead drop; your civilian character "finds" it the next day.
Both characters happen to drink at the same bar, on different nights, and never interact or share anything.
Communication and voice
Voice is the medium of the city. Treat it accordingly.
Working microphone required
Tier 1You must have a working, intelligible microphone to play. Text-only play is not supported outside accessibility arrangements agreed with staff in advance.
Voice quality
Tier 1Your voice should be clear of constant background noise, echo, and open-mic breathing. If others regularly can't understand you, staff may ask you to fix it before continuing.
Phone, radio and text used realistically
Tier 2In-city phone, radio and texts are your character’s tools and behave like real ones: you can’t text while sprinting from police, radio use is audible to people beside you, a dead character makes no calls, and phones and radios cannot be used underwater.
Soundboards, music, voice changers, mic spam
Tier 2Mic spam, soundboards and music blasted through voice are prohibited. A subtle voice changer used consistently as part of a character is permitted; one used to dodge recognition of a rule-breaking player is not. In-car radio at reasonable volume during a scene is fine.
Conduct toward other players
Characters can be villains. Players must be decent.
Harassment, discrimination and hate conduct
Tier 5Racism, sexism, homophobia, transphobia, ableism, doxxing, threats against real people, and targeted harassment of a player are permanent removals. There is no IC framing that makes any of this acceptable.
A villainous character is not a hostile player
Tier 4Cruel, criminal, manipulative characters are welcome, the test is whether the player opposite is still having a scene. The moment your "villainy" exists to make a player (not a character) miserable, it stops being roleplay.
Your character "hates" the same player's characters across three of their rerolls, robbing whoever they make next.
Your loan shark leans on a debtor character for weeks, pressure with story, stakes, and ways out.
Sensitive content and consent
Tier 4Dark themes are permitted within one hard boundary: nothing that breaches the CFX Terms of Service, ever, that line is Tier 5. Within it, sensitive roleplay (sexual content, severe torture) requires explicit prior OOC consent from every player involved, obtained before the scene, not during it.
- 7.3.1Consent may be withdrawn mid-scene by any participant at any time, without penalty and without needing a reason. Say "I’m stepping out of this OOC" or message the participants; the scene stops or routes around you, no questions asked.
Mental health roleplay
Tier 4Mental health roleplay is permitted within safe guidelines: it must be portrayed respectfully and realistically, and every player involved must be comfortable with it. It must never be played as a joke, used to mock, or used to target or distress another player.
- 7.4.1Suicide and self-harm roleplay is not permitted under any circumstances, with or without consent.
- 7.4.2Any player may step out of a mental health scene at any time under 7.3.1.
Whythese themes touch real people; handled carelessly they cause real harm.
Targeting a player OOC
Tier 5Sustained pursuit of one player across characters, sessions, or platforms, in-city, on Discord, or in their stream chat, is harassment under 7.1 regardless of how each individual incident looks in isolation.
Technical integrity
Everything in this section is Tier 5 unless a rule states otherwise.
Cheats, menus, injectors, macros
Tier 5Mod menus, cheat clients, code injectors, aim assistance, ESP, and macros that automate gameplay are permanent removals on first detection. Having the software installed and running while connected counts as use.
Permitted client-side mods
Tier 2Purely visual or audio mods, graphics packs, reshades, crosshair-free HUD tweaks, radio mods, are permitted. Anything that alters gameplay is not: no removed visual effects that others must endure (rain, muzzle flash), no field-of-view or damage changes, no minimap enhancements. If in doubt, ask in a ticket before installing.
Bug exploitation and the duty to report
Tier 5If you find a bug that gives an advantage, item duplication, wall-clipping, broken pricing, you must stop, not repeat it, and report it in a Discord ticket. Exploiting it, or quietly telling friends instead of staff, is treated the same as cheating. Honest, prompt reports are never sanctioned, whatever the bug did.
Duplication and economy abuse
Tier 5Duplicating items or money, laundering duplicated assets, and real-money trading of in-city assets are permanent removals. Assets touched by duplication are wiped wherever they ended up, including from players who received them unknowingly.
Alt accounts and ban evasion
Tier 5One account per person. Connecting on a second account, or using a VPN or new identity to evade a ban, permanently removes every account involved.
Account sharing and selling
Tier 5Your whitelist is personal. Sharing, lending, or selling access to your account, or playing on someone else's, removes both parties. You are responsible for everything done on your account.
Streaming
Streaming is welcome on Summit City and streamers are supported, with standards.
Streaming is permitted
Anyone may stream their play. To use the Summit City server logo in your stream layout or channel branding, you must open a streamer ticket in the Discord and be approved.
Stream titles
Tier 1Streams of Summit City must carry an appropriate title, no clickbait that misrepresents the server, no rule-breaking framed as content ("RDMing until banned"), nothing hateful or sexualised in the title while representing the city.
Streamer rewards
Active, approved streamers may be rewarded through the server's reward system. Rewards are cosmetic or supportive; they never confer IC power or rule exemptions.
Stream sniping
Tier 4Watching a stream to locate, follow, or gain advantage over the streamer is metagaming under 4.1 and is sanctioned as such. Streamers accept the ordinary risk of being visible; they do not accept being hunted through their own broadcast.
Stream chat is not an information channel
Tier 2Streamers must not read game-relevant information from their own chat ("chat says they're behind the building"), that is metagaming against the players in your scene. Moderate your chat accordingly or hide it while in-city.
Conduct on stream reflects on the server
Tier 2While streaming Summit City, especially with the server logo displayed, your OOC commentary about players and staff should meet the standards of Section 7. Approved streamers who repeatedly disparage players on air lose approval before they earn sanctions.
Recording
Clips are the evidence standard on Summit City. No clip, no case.
You must have clips
You must be able to produce clips of your own play when involved in a report, as the reporter or the reported. Run recording software (Medal, OBS replay buffer, or similar) whenever you are in-city. "I don't record" is not a defence and leaves reports against you unanswered.
Clip quality standards
A clip submitted in a ticket must: cover the incident with sufficient lead-in (at least the two to three minutes before, not just the moment itself), be unedited and uncut, include full game audio, and be of watchable quality, staff cannot rule on a 240p clip where nobody's voice is audible. Timestamps and the names involved go in the ticket alongside it.
Void clips
Tier 4If a Discord call or any third-party voice comms can be heard in a submitted clip, the clip is void as evidence, and is itself evidence of a breach of 4.1.1 by the submitter. If audio has been purposefully muted, stripped, or edited to hide such comms, the clip is equally void and is treated as an attempt to mislead staff.
Whya clip proving someone else's breach cannot be bought with your own.
Posting clips of other players
Tier 2Recording your own play is always fine. Posting clips publicly to mock, dogpile, or expose another player OOC is conduct under Section 7. Clips submitted in tickets stay in tickets.
